The project goal is to improve the effectiveness of humanitarian responses through provision of comprehensive, context-specific information, thus leading to effective humanitarian responses. Its purpose is to strengthen the capacity of the humanitarian sector to carry out coordinated multi-sectoral needs assessments before, during and after crisis. In addition, ACAPS will help improve the quality of analysis that is required for evidence-based decision-making through provision of expert advice, including to the Needs Assessment Task Force (NATF) and the Humanitarian Dashboard initiative. This is a consortium project between HelpAge International, Merlin and the Norwegian Refugee Council (NRC). HelpAge International is the lead agency for the period September 2009 until June 2012, when the lead agency role transferred to NRC.

The START fund is the new name for the Consortium of British Humanitarian Agencies (CBHA). It is a new multi-donor pooled fund for humanitarian action, managed by experienced NGO humanitarian practitioners using peer review. It prioritises the first response to extensive risk by civil society organisations. Over the life of a three-phased 7 year business plan, the Start Fund will evolve into a decentralised network of locally or regionally governed and managed funds. Save the Children in Sierra Leone is seeking funding for a comprehensive adolescent sexual reproductive health program that will address the many complex needs of adolescents and young mums. The project will improve the quality of life of four vulnerable communities in the State of Paraiba, Brazil. Through promotion of rights and how to claim them knowledge will be spread from the target groups and multiplied within families, schools and the community. Whilst working at the community level the project will also target election candidates to ensure they make public commitments to fulfil community needs if elected and to consolidate such commitments at post-election meetings.
