The operation focuses on ensuring that food and nutritional requirements of refugees are met. The project's activities are of a relief nature due to the structural livelihood constraints caused by the continued occupation. It addresses immediate food needs and enhances food consumption and dietary diversity. In line with the assessments, refined targeting tools, beneficiary profiling and PA strategy for 2011 2013, the relief component of the project has two main objectives: 1. Address the immediate food needs, enhance food consumption and dietary diversity of the most vulnerable and food insecure non-refugee population, through in kind and cash voucher assistance; 2. Support the PA Social Safety Net through implementing tools aimed at predicting and reducing hunger; and support the State Building Plan by strengthening government capacity and using WFP purchasing power to expand the productivity of the Palestinian economy. This project falls within the Food Security Response Plan, outcome 1 (outputs 1 to 3), outcome 2 and outcome 3 (outputs 1 to 3). The PRRO also includes a recovery component to promote long-term resilience through the re-establishment of agricultural livelihoods and food security of communities most affected by the conflict. Activities include school feeding and voucher for work/voucher for training. The recovery component is not part of the CAP but included in the MTRP.
