The United Nations World Food Programme (WFP) in the first six months of 2013 will mark a transition period to further strengthen its support to early recovery and resilience building activities in the second half for the year. Specifically, the objectives of this project are: 1. To prepare for and respond to recurrent natural and manmade disasters, in support of government response efforts; 2. Provide life saving food assistance to people affected by conflict and drought, IDPs and vulnerable groups whose food and nutrition security has been adversely affected by shocks. Approximately 1,082,000 beneficiaries will be targeted through relief activities.; Protect livelihoods and enhance resiliency and self reliance of households and communities through social safety nets including food for education, institutional feeding, and community based asset creation. The core objectives are to provide: 1. protection to refugees and asylum seekers; 2. ensure delivery of basic services and 3. to support durable solutions. Specifically, under protection to secure access to asylum and international protection for asylum seekers; preserve the asylum space in Kenya and maintain the civilian character of camps. Secondly, to facilitate refugee access to basic services; and finally to find durable solutions, including voluntary repatriation, where feasible, in safety and dignity. To help it achieve these ends, UNHCR, as the lead agency on refugees, will foster strategic partnerships with key national, county and international partners, as well as refugees and host communities through their increased participation in service delivery. Livelihoods and self reliance of refugees will be prioritized and supported through training, skills development, and small business promotion. The protection of vulnerable groups such as single women who head households; unaccompanied and separated children, the elderly and disabled; and persons with special needs, will feature prominently in protection activities. The following are the key humanitarian priorities identified in the October 2012 inter agency Joint Needs Assessment co-led by UNHCR and WFP: - The capacity to ensure humanitarian access to camps, safety and provide effective protection by presence - Continued support for food security and nutrition programmes. - Investments to improve infrastructure and essential services in Dadaab and Kakuma - Protection support to the extremely vulnerable - Enhanced prevention of communicable diseases - Solution to acute and chronic shortages in refugee shelter/ housing and domestic energy - Increased school enrolment, attendance and graduation rates, particularly among girls - Support to viable livelihoods and self reliance measures

To provide life-saving and early recovery food assistance to approximately 2.5 million people whose homes and livelihoods have been destroyed by super-typhoon Haiyan—and who are currently living in evacuation centres and temporary shelters. WFP plans to assist around 2.5 million people with emergency food assistance, blanket and targeted supplementary feeding and expansion into asset creation with a specific focus on the families whose houses were badly damaged or destroyed by Haiyan.
