The United Nations World Food Programme (WFP) in the first six months of 2013 will mark a transition period to further strengthen its support to early recovery and resilience building activities in the second half for the year. Specifically, the objectives of this project are: 1. To prepare for and respond to recurrent natural and manmade disasters, in support of government response efforts; 2. Under WFP strtegic objective 1: Save lives and protect livelihoods in emergencies and strategic objective 2: Support or restore food security and nutrition and establish or rebuild livelihoods in fragile settings and following emergencies, this project will provide food assistance for an additional 12 months to 1,119,000 vulnerable and food-insecure people, including 740,000 beneficiaries not covered by the original EMOP. Beneficiary numbers have been calculated considering vulnerability and seasonal livelihoods. The school feeding beneficiary estimate anticipates gradual reopening of schools in the north. Evaluation of the vulnerability will have to be based primarily on a food security analysis. Due to volatile security conditions as well as related reported protection risks (such as recruitment, harmful transactional activities, GBV ) for some social groups (women, children, youth), modalities of transfer and operations will be conducted along a protection, gender and “do no harm” approach. Modalities of transfer and operations will be gender sensitive in order to promote and reach more equality (notably in terms of access to learning, qualifications and to responsibilities) between men and women than what is usually in practice within the Malian society (see Profil Genre Mali published by BAD early 2012) .

The operation focuses on ensuring that food and nutritional requirements of refugees are met.
