In Madagascar,more than 75 percent of the 20 million population live on less than a dollar a day. The objective of the Country Programme (CP) 103400 is to support Madagascar's 2003 Poverty Reduction Strategy. It directly contributes to WFP Strategic Objectives 2,4 and 5,and since 2009,three extensions in time were adopted for this operation,to match it with the extension of the United Nations Development Assistance Framework (UNDAF). Following the elections held in 2013,a new UNDAF is being prepared for the 2015-2019 period,as well as a new WFP Country Programme. The current CP is comprised of three main components: i) support to basic education through a school meals programme; ii) mitigation of natural disasters and environment protection,and iii) fight against malnutrition,tuberculosis (TB) and HIV/AIDS. Activities are mainly concentrated in the southern and south-eastern regions of Madagascar,where higher rates of food insecurity exist,and which are also relatively more prone to natural disasters. The school meals programme (component one) and the blanket supplementary feeding programme (part of component three) supports the implementation of the National Nutrition Action Plan (PNAN II 2012-2015) and the National School Feeding,Nutrition and Health Programme (PNANSS II 2013-2015). Malnourished TB patients are assisted through a Food by Prescription (FbP) programme,which provides nutrition support to malnourished people on TB treatment and to their families. HIV patients are not specifically targeted due to the low HIV incidence in Madagascar,but are assisted in case of TB/HIV co-infection. In 2013,duration of the assistance was reduced from eight months to six months,in line with the national programme against TB. Through its policy of purchasing commodities on the local market whenever possible,WFP contributes to strengthening the capacities of countries to reduce hunger,including through hand over strategies and local purchase. Despite severe resource constraints throughout 2013,and a challenging political context,through careful prioritization WFP managed to achieve important results. School feeding promoted enrolment and increased retention and school performance in food insecure areas,while asset creation activities increased the resilience of rural populations to natural disasters and reduced vulnerability to food insecurity by using environmental rehabilitation as the catalyst.

This program focuses on scaling up malaria prevention through the provision of highly subsidized long lasting insecticide treated bed nets (LLINs), addressing a large part of the needs in LLINs indentified by the 2008-2012 revised Malaria National Strategic Plan. In April 2012,the entire territory of the Union of Comoros was inundated by torrential rains that resulted in widespread flooding and subsequent landslides,rockslides and significant property damage. On 26 April,the President declared a State of Emergency and requested the help of the international community in the form of humanitarian assistance. On the following day,the United Nations Resident Coordinator (UNRC) requested United Nations agencies to mobilize humanitarian assistance in response to the situation. In response,WFP launched a 30 day emergency operation (EMOP) to assist the victims of flooding in villages and communities identified as being the most adversely affected. The operation was managed by the WFP Madagascar office,as WFP does not have an office in the Comoros. The operation provided short-term food relief to people who had been left vulnerable by the flooding through distribution of high energy biscuits (HEB). The timely food assistance intervention immediately following the initial impact of the floods helped to ensure that minimum nutritional needs were met,and facilitated an early return to normality and the rebuilding of livelihoods. The operation contributed to WFP's Strategic Objective 1,save lives and protect livelihoods in emergencies.

Reinforcing the achievements made in malaria control in the movements towards elimination of malaria in Madagascar This program covers funding gaps in the Madagascar Malaria National Strategic Plan. The Global Fund National Strategy Application (NSA) contribution in Phase II will make it possible for the 2015 LLIN mass distribution campaign to be conducted in the 92 high transmission districts in the country, marking a switch to a one time national campaign, as opposed to staggered campaigns that have happened in the past. This grant will provide for 4.2 million LLINs to cover 42 of the targeted districts and PMI will provide for 6.3 million LLINs to cover the remaining 50 targeted districts. In addition, access to Intermittent Preventive Treatment (IPT) will increase, and the grant will also contribute RDTs and ACTs. The Program will focus on the entire population with special focus on specifically on pregnant women and children under five years of age. PSI replaced UGP as PR for NSA 2 from July 2014-Sep 2015. PSI will primarily focus on the national mass distribution campaign of LLINS scheduled for fall 2015, as well as routine surveillance, and ensuring access to efficient malaria treatment and diagnostics, diffusing IPT for pregnant women. In addition, PSI will be responsible for the Indoor Residual Spraying (IRS) in targeted areas and the training of sprayers in intervention zones. The Principal Recipient will mainly focus on Community Strengthening by training health agents and will support community M&E.
